Gabriel is subject to Canadian securities regulation in terms of National Instrument 43-101 ("NI 43-101") in all disclosure relating to scientific and technical information, including disclosure of Mineral Resources and Mineral Reserves.
NI 43-101 incorporates the definitions of "Mineral Reserve" and "Mineral Resource" which were formulated by the Canadian Institute of Mining, Metallurgy and Petroleum in August, 2000. The Mineral Resources and Mineral Reserves disclosures also comply with the European Code for the reporting of Mineral Resources and Mineral Reserves (October, 2001) and references thereto should be read in the context of the definitions given in the disclosures section.

In addition, Gabriel has filed many technical reports to the Romanian authorities in support of its permitting applications, the most important of which has been the Environmental Impact Assessment (EIA).
Environmental Impact Assessment (EIA)
Under Romanian law, an EIA Report must be prepared for a project of the size and scale of the Rosia Montana Project. The EIA Report for the Project was developed by a team of independent experts. The report analyzes all the aspects of the Project, from the construction phase, going through the operational phase, mine closure and environmental rehabilitation, to the post-closure phase, and forms the basis upon which the Government of Romania will determine whether to grant an environmental approval for the construction of the Project and an environmental permit for the operation of the new open pit mine. This document was filed with the Ministry of Environment in May 2006.
